in quebec, it's the same for cars and bikes only difference is the cost of the ticket.
you get demerit point on your driver licence... you can loose your "car" driving licence only by biking around!

you could open up the hub and replace the spacer...

you could open up the hub and replace the spacer that are between the bearing and the bolt to be more center.
then realign your rim to recenter it

and you'll need a chain tensioner if you remove your derailleur because of the vertical dropout

so you'll have to change the crank if you're not happy with your current chainring...

and is your rear wheel freewheel or cassette?
