I got it worked out. The L screw was restricting the H adjustment oddly enough. Backed L out a bit which allowed the H to adjust.

Why not just remove the inner and outer rings, derailleur, and cable? Use a Paul's chain keeper to keep the chain in place, or maybe chainguard/n-gear jump stop.
