To clarify:
1) I don't play chicken with young schmucks. When I see a bike being ridden no handed coming towards me, and the bike isn't going in a straight line, I'll ride a few yards at the bike. If that doesn't do the trick, I go back into my lane and slow down and suppress the urge to whack the kid.
2) I just slow down for kids who are pretty clearly learning to ride. I'm not happy with the parents, who shouldn't take their kids on a MUP until they can ride in their lanes, but as for the kids themselves, I'm happy to give them the time they need to learn.

If someone is closing with me head-on in my own lane, I'm yelling at them to move over. They obviously don't get it for some reason, and I'm not going to wait for the light bulb to go on over their head. I don't care what the situation is, I think intentionally riding at their bike at any distance close enough to send some sort of message is a really, really bad idea.

OP misunderstood the situation because a big gust of wind blew his hands off the hoods and distracted him. I'd also like to know if OP's really bright daytime lights were wearing helmets.

So my current pet peeve when on my MUP is the occasional rider, usually a male teenager, riding towards me whom I notice as he passes that he's riding hands-off. I reflexively yell something like "Hands on the bars!" as I pass since I think it's pretty rude to ride in the vicinity of another human (pedestrian or cyclist) without full control of the bicycle. All it would take is the front wheel hitting a piece of tree branch on the trail to send that cyclist flying, and there would be a good chance he'd collide with anyone nearby.

Besides all that, I think it makes a more effective point if you take your hands off and cover up your eyes as you ride by the hands-off cyclist.

Seriously, I tried to get my wife to cover her mouth, but she wasn't quick enough on the uptake. It wasn't that the guy was just riding no-handed; he had them clasped behind his back, nose up in the air and looked so smug I couldn't resist the impulse.

Perhaps ironically, I got yelled at by a salmon this spring. I pulled all the way over to the curb on the right and stopped. Wasn't intending on saying a word and just let him pass. He told me I could have moved out into traffic so he could have hugged the curb. Not only was that ludicrous in and of itself, his salmon buddy was behind him was and already occupying that spot. I would have had to go out near the double yellow line to safely avoid both of them.

Even people who know what they are doing can crash riding no hands. If it can happen to Chris Froome--who is a pretty good bike rider--it can happen to you.

Like I said, a crash while riding with no hands is rare and the likelihood of having a crash just as the OP is riding by even lower.
Much ado about nothing. You're far more likely to have a problem passing a walker who decides to change direction as you go by or from an animal.
