powder coating vs liquid painting
so i want white track drops and a red aerospoke. which would be best for which. is powdercoating even possible with composite material? will steel/aluminum make a difference with the bars

I've seen several spray-painted aerospokes that look fine.
One thing to consider, though, is the surface of the material... I seem to recall that you're not supposed to sand the surface of an aerospoke, lest you damage the material's structural integrity. In that case, it might be tough to get the paint to stick for any length of time.
But I really have no idea or experience, that's just pure speculation.

Spray paint and spray paint. You'll need a lot of layers on the drops and some clear to make them look good. The key: TAKE YOUR TIME.
