I am with farkas on this one. A parallel stem with a bunch of spacers just looks sad on a such an awesome custom bike. It irks me when people try to imitate the threaded look on a threadless setup.
It is threadless and a rising stem is totally acceptable. Figure out the right angle e and stem length needed and chop the steertube down.
Regarding strength - especially when skidding there is a good amount of force on the steertube. I have seen bent ones using this multi-spacer approach (those weren't serottas but still).

Some guy bought it from a local bike shop and ended up never riding it... then I bought it. I got an unbelievable deal on what is pretty much a new bike. Couldn't be happier with it and probably won't sell until something happens to me or the bike while racing the **** out of it (sorry)

One thing, you said "small 25", I know in 76 they came in 21" to 25", but did they also come in different sizes such as small 25, medium 25 and large 25?

rascal is not finished yet, but i thought maybe the bf style police could help me. she is currently still in partial STP mode, hence the fatty handlebars and bottle cage, but the gearing is back to 47/18 from 47/16. rascal has the wheelset off my yellow conversion. i have a black paul hub which im planning on building up, but i dont know what rims to choose for the new wheelset. also need a new engine,i was thinking black 75s and goin to 1/8". and new wrap perhaps. this bike is used primarily for commuting downtown, going to school, picking up groceries, combatting terrorists, carrying laundry, running over snakes, working as a messenger, singletrack, spreading freedom and democracy, double centuries, cyclocross, working as a bike cop, racing in alleycats, keirin racing, the tour de france, fighting supervillains, and climbing 8000m peaks without supplemental oxygen.
