The prior owner looks like he's done some of the harder work for you, as either the BB cups or the spindle have been switched out-- they'd have to be, to take that crank, which is not original.
However, the bike may or may not have French issues, depending on the condition of the bearing races in the headset and BB. Usually, the stock HSs in those old Pug UOs are pretty much indestrucible. Replacements can be difficult for these two parts. Read sheldon browns site, theres an article on old frenchies www.sheldonbrown.com

thanks guys,
anyways i went and picked up the frame, i ended up getting it for 30 bucks...
This is what it looks like

its got some rust over the frame but its pretty strong,
the derailleur was upgraded to shimano 600 which as i removed, i also stripped all the breaks etc..
the cranks are APEX SR..., i dont know anything about bikes or them, but i figure they are ugraded from the originals like noted above...
its got a 52 and 40 T chainwhell.
i am still trying to remove one of the bolts holding the crank on the right side as it is really tight..
So i would like your input on what you would do to convert this to a fixie..
i am not sure if i can keep the original cranks and chainwheel..? if there is a way to do that i guess it be great..
and would u strip the paint and repaint it...
i know its personal taste and i am probably gonna strip it down and repaint it..
thanks a lot , i am completly new to building bikes hence the stupid questions..

does anyone know what tool i can use to remove this crank,
i removed the bolts, and one of the crank arms,
but i broke the crank puller tool was taking off the other arm... either it was the wrong tool or cheap quality,
the spindle is square and ends in a tread for the bolt...
thanks a lot

Those cranks aren't what I thought they were, they aren't particularly useful or good, sorry. It's nice that they're square taper though. You need a crank puller to get them off. There are a couple of different crank pullers, just make sure you get one that is for square taper cranks.

Keep the bottom bracket!!! French thread is a b***h to replace. Go to a LBS and figure out what type of square taper and get a good crank that fits. Tons of pre-built fixie and flip-flop wheels around, especially for 120mm rear spread.
The frame is not worth much to restore, but it might be fun to get it powdercoated all white with all black tires and rims.

yea i basically screwed up,
i removed one arm,
and i stripped the thread off the other crank (the one with the chainring), so i need to find a way to remove it now..
i migtht either take it to a store, or since i will be replacing them anyways i might try removing them with a hammer tomorow...
i will take any suggestions..

It isn't the greatest crank. I wouldn't lose a lot of sleep over it, but I would get my hands on a proper crank puller. You want to save the BB cups and the spindle. Like I mentioned in a prior post, the cups have likely been changed out. The old Peugeot stock cups were thinner wall; to take that crank, the bike would either need a) thicker wall cups and new spindle or b) a spindle originally made for Italian cranks. Hopefully it's (a) because that saves you a world of headache.
It is a 1973 or earlier Peugeot UO8. I've got one I converted to a fixie as a beater/bar bike many many many years ago, and I love it. At this point it's really the only entry level bike left in my stable. Good urban beater type bike.

I'd say you did pretty well for $30.
Most bike shops in the city will be able to remove those cranks for you, probably would be in the neighbourhood of $10 or so. As someone else said, keep the bottom bracket as it will be hard to replace, regardless of it's quality. Maybe regrease it but don't throw it out.
I wouldn't bother re-painting it, it really is a low-end frame from back in the day. Ride the hell out of it and upgrade the frame over time. If you really don't like the colour (I think it looks great), I know of a powder-coating place out in the west end that will strip it and coat it for $75; you will probably spend at least $30 on paint anyways, so get it done right.
