are the head tube inner diameters the same on 1 1/8 threadless and 1 1/8 threaded frames the same size. making threadless and threaded headsets interchangeable as long as both are 1 1/8

Can't be answered definitively. They may be, but may not be. There are integrated headsets (IS) which are different than those with cups. If they both use pressed in cups, then you should be able to swap them out.
yeah, as long as your frame isn't an integrated headset, which if you are going from threadED to threadLESS, it sure isn't, then you are fine. of course it's not quite as simple as swapping the headset i'm sure you know, it's the headset, fork, and stem. but yes the headtube of the frame is the same regardless. (34.0mm)
yeah it sure does. they weren't used on much other than clunky MTB and even then it wasn't for long.
p.s. for like $15-20 you can get an adapter that will fit into your threaded system and allow a threadless stem to be used... just make sure to get one made to fit in a 1 1/8" headset.

1.125 threaded stems are pretty obscure and none are really that great... my Trek 7500 has one and I was lucky to have some NOS DX 1.125 threaded headsets to replace the old one and used the adjustable stem the bike came with.
As a light touring bike having some adjust ability is a good thing

yeah i have an existing 1 1/8 threadless carbon fork i want to use on my new aluminum frame (with the 1 1/8 threaded) and put a steel fork back on the steel bike to keep real... looks like all i need is a threadless headset. which is good news to me
