cleans debris and **** off the tire, very old school.

edit: they're called Tire Savers (usually) and they also flick off glass/thorns/etc before they are punctured through

Except for the absurd saddle angle, that's a very nice Raleigh Record Ace, from the 50's or earlier. The shifter is SA pre WWII.

At my gym, I met a guy that raced back in the 40's. Road races and they all ran fixed. He said he'd use his gloved hand on the front tire to slow down and also to knock thorns out of the tire.
