I would choose the style of bars and brake levers to use, that will decide for you.

should I strip my steel frame and hit it with a gloss clear coat or paint it off white? i'll be running it with a brown brooks and hopefully matching bar tape on my bullhorns.

Haven't used either, but, there's plenty of complaints about durability of Crank Bros stuff out there, little griping about the Times.

Never used Eggbeaters, but after so much time on ATACs I can't imagine using a pedal with no platform would be fun.

The seat is in the right place, I just wanted to make sure that its ok on the end of the rails.
