Unless you're riding at maximum speed everywhere you go, aero matters very little. You could always go with the XR-270s which are deeper yet still only weigh 440g (which is really good compared to a Deep V which is 520g). Choosing good spokes really make a world of difference tool. Lasers weigh less than half of typical straight-gauge spokes.

I happen to be really fond of Novatec track hubs - they're a little lighter than Formulas and have better bearings - but you could always go with a really light road hub like the one pictured below in the front (which we can source from the Novatec factory if need be) to keep weight down.

If I were to use that Novatec road hub with 20h laced to a Kinlin XR-200 in the front, do you think it would still manage some mild curb-hopping and rough roads? I'm coming from B43's with Phils so I don't want a wheel that's too weak and will need to be trued often. Though I'm trying to go lightweight and economical. For the rear I plan to use XR-270 with 32h Suzue hub. Note that I weigh 100 pounds and usually ride 10-20 miles on rural roads. Would you guys recommend this setup for me?

A 20h XR-200 laced to a Novatec road hub will be incredibly light, especially if you use good spokes. Weighing a hundred lbs, I really don't think you'd have any issues as long as the wheel was built properly from the get-go.
Most of the roads around here are horrendous, that's why Angie chose a 28 for the front.
