Well it seems most questions are asked as a quick way out of doing 2 second research (as if a lot of threads are not), but some good stuff comes up.

Maybe, but you're confusing me. When you last installed the tubes and let them sit for two minutes, did you have rim tape around 100% of the rim or did you not? I ask because the marks you're pointing at line up PERFECTLY with the spoke holes around that little piece of rim tape that you put down.
You understand that it might look like a tiny little bubble on the tube, but that's because it shrunk back down to size. When the hole is there, it expands and fills up that entire cavity and eventually touches the spoke nipple, spoke, or gets shredded from the hole itself.
Assuming I'm not giving you enough credit (very likely!!) show us a photo with the rim tape completely installed. Maybe you're using something too thin or something....beats me!

Full rim tape was always used. The extra piece around the valve area was put on yesterday when I changed the tube torn by the valve.
The two that popped today have me puzzled about the velox tape being too thin as they popped with the rim fully taped up.

Hey Scrod, while we're on the topic of rim tape, how long does the plastic stuff that came on the bike last? Or is it a "use it until it breaks" kinda thing?

My plastic strips have lasted me along time. Some manufacturers say you're supposed to change it every time you change tires (i.e. the tire is worn out), but that seems suspect to me.

There are two different sizes. The red Veloplugs may not work on some other rims and rims with eyelets. However, the yellow ones will.

I have no answer for that. Personally, I would never put myself in a situation where something as simple as the natural right to grow facial hair isn't "allowed".

High school is too short of a time frame to worry about such things. Buck up and shave and it'll be over before you know it.

If your high school has a dean it is probably a private school and the students preferences probably don't count for much. The dean can always say that the parents aren't paying for their kids to hang out with scrubs. On the other hand if you are going to a public school, I would legitimately see if I could talk to an ACLU lawyer. A lawyer is almost always the most effective way to deal with a bureaucrat.
