I recently bought this off craigslist and I was wondering if it is really what the seller says it is. There is a Raleigh logo on the front so I can trust its Raleigh.

What confuses me is the rear fork part because when I see other road bikes and fixies, their rear fork thing is straight and narrower. I want to convert my bike to a fixed gear but I am not sure if the fork will allow it.

Technium was one of Raleigh's line of road bikes in the 80s/90s. They were aluminum frames with steel triangles. Or maybe they were steel frames with aluminum triangles. Either way, read the link above for all the info you'll need to convert.

it appears to be a raleigh technium mountain/all terrain bike that someone put 27" or 700c wheels on.

i'm not sure exactly what you mean by "rear fork thing" but yes, that can be used as a fixed gear. you will never be able to put a rear brake on it, however, as your wheels are the wrong size, nor will you ever be able to use the front braze-ons without switching back to 26" wheels

By rear fork thing, I mean the picture of the rear view of the bike. Compared to road bikes(which have narrower and straight tubes), mines branches out and is curved. I don't know what it's called but its the two top bars on the rear triangle.

You are talking about the seatstays (the part of the bike frame that goes up from the rear wheel dropouts to the seat tube near the top tube). That style of seatstay is not terribly uncommon, and will not be a problem.
