That's a 'art' installation along the Lance Armstrong Bikeway. They're supposed to resemble the livestrong bracelets.

They all practice the sport of fitness extensively. The two girls in the front are tri-athletes, the petit one in the back is a personal trainer and my GF on the left commutes to work daily.
