Okay, that looks odd, but on a practical note, he'd be highly visible at night. That silver suit would reflect rather well and would keep the sun off in the day.
I'm curious where you'd look to get something like that actually, looked around for something that's hooded and long-sleeved/long-legged, the best I've seen seems to be bibs (which are sleeveless), or skinsuits (which come as long-sleeve but not long legs), neither of which are hooded so the back of your neck cops it from the sun.

It goes on your handlebar, replacing your right-hand grip. Twist it like a motorcycle throttle and it makes a "VROOM VROOM" noise. It might have been mechanical noise or battery-powered, I can't remember. It's what you wanted if you were a jackass in training, err, a kid in the late '80s where I grew up.

Ha ha ha. When we were kids we took regular playing cards and clipped them to the chain and seat stays using clothes pins. Once we figure out that two were louder than one, we'd pack the bike with as many as we could fit. So many that it created significant drag. LOL. It was loud a f*kn' hell.
