Made from EVA foam (the same stuff as Crocs), so it is waterproof. It is comfy compared to your plastic idea as long as its wide enough for your seat bones.

I did own one for a couple of months on a bike that I planned to ride this winter but I sold the bike since I needed some extra money. The saddle was comfy for short commutes 10 or so miles that I rode it for. Mind you, I only rode it 5 or 6 times before I sold the bike. As long as the width of the saddle matches what you need for your seat bones, then it would be a good candidate to leave out in the weather.
