Looks like they took Velo Orange Campeur front & rear racks and had them powdercoated black. They come in stainless from VO. The front rack also seems like it was altered to attach to fork crown instead of cantilever brake bosses.

Yes, that seems to be what it is, a modification/derivative of the VO rack. Thanks.

Why have a taillight that is obscured by both the rack and whatever you are carrying on it?

Franco-Japanese. the Japanese have long looked at the French Cycletourists Racks designs..

so Nitto is one source , the rectangular sections are added to the sides of the other racks.. Nitto is into nickel plating..

Of course this could all be fabricated by the frame builder, inspired from similar sources..

the seat-tube taillight is hip on the Randonneur crowds custom bikes, I expect its an expensive combination

When well-executed, the seat-tube dynamo tail light is sleek, aero, and attractive. The cable is hidden, and the light is protected from damage. The execution above is clumsy, doesn't hide the electrical cable, and is indeed obscured by the rear rack.

When done well, its quite handsome. Example:
