OT- Ebay problem
I was not sure where to ask this question but I hope it is OK here.
I made an Ebay purchase and paid with PayPal but have not heard anything about the item being shipped. The Seller is not responding to my inquires.
Has anyone here had this experience? If so what did you do?

You have something like 30 days to file a claim.
Keep track of the time, and file a claim if the seller doesn't show up.
Without a tracking number (and no contact from the seller), the claims are almost always settled in favor of the buyer, assuming you paid with PayPal.
If you are ordering overseas, the Chinese New Year is February 19. I'm not quite sure how that impacts businesses, but consider at least February as being bad for communication.

You have recourse through ebay, and can initiate a claim process after about 10 days or so. They'[ll give the seller a chance to prove delivery or otherwise respond to your claim. The rules are that the seller is responsible through delivery, shipment alone (even when proven) isn't enough.
BTW- all this is clearly laid out by ebay (read buyer protection), and just out of curiosity, did you check the seller's feedback before buying. If they have good feedback -- 99% or better -- odds are it's simply an isolated communications problem.

Ebay is a mix of sellers, some businesses which tend to do things like confirm everything immediately, some are individuals either with a sideline, or simply selling personal stuff. With individuals, you need to be a bit more patient, since they're all different, and if just doing it part time, can be a bit unresponsive for a day or two.
Also consider that there's been some bad weather, and if you bought from someone in the northeast, they might be without power, phone, and/or the internet.
So, there's time to protect yourself, and your position doesn't get worse for a while yet, so I'd give it a bit more time before starting a case. That's unless the seller is a business in an area not affected by winter storms.

Why would you not check with Ebay? They are the experts on their policies, rather than us here at a bike forum.

Got a note from the seller just a bit ago. He is shipping tomorrow. Said he sent 2 other emails but I never received them.

i had a similar problem. "guaranteed shipping 3 days from receipt of payment". a week after the purchase and still hadn't been shipped, so i tried to contact seller. got nowhere. eventually got email guaranteeing that it would be shipped by the weekend, it was Wednesday. no shipment. on Monday i emailed seller again. got email said would be two days. no shipment. my bank account showed payment deducted from my account on the same day as i bought the item.
made a claim with paypal for non-shipment. they informed me that they had or would give seller 3 weeks to respond before updating me. i waited 3 weeks, then called paypal again. over the phone the refunded my money. they said the seller never responded to their request for information about the matter.
after purchasing hundreds of items, i've only had to do this twice. not bad really. as stated, if the seller is stone-walling they will lose.

Check your messages through your ebay account and also check what email account you have set to receive your messages... Make sure your email account did not filter out emails as spam.
