Well, I don't think I'd accept that frame (with the intention to build up) even as a gift. He'd been far better off leaving the post in place for a buyer to deal with.
Flared entry, part of a post stuck deep down, what a mess.
Maybe as a BB/HS donor.

I posted because I was shocked when I seen it. How could someone attempting to remove the post not stop before tearing it up that badly? And then still consider it usable / sellable? I guess I don't understand.

Seems to me it would bge a fair deal if say a labor rate was included. So the buyer could subtract that rate times the time to remove the rest of the post and clean up the top of the seatpost (with a minor paint touch-up).
Say the post removal takes 4 hours. 5 hours of metal work on the seattube, 1/2 hour painting. Say $25/hour. So:
(4 + 5 + 1/2) X $25 = $237.50. $140 - $237.50 = $97.51. For $100 (into my pocket) I'd consider it if it fit. (For maybe 10 minutes, then think, "nah!".)

The only way I have successfully removed really stuck seat posts is by pulling them out with a threaded rod - cut off flush with top of frame, insert rod all the way thru, attach nuts and washers thru BB hole, gas pipe to provide space to pull up into and push against the frame, LOTS of lubrication (threaded rod and nuts get sizzling HOT). Use Heat Treated Cro-Mo threaded rod and nuts only; garden variety hardware is not up to the task.
Time about an hour after the BB is removed. Figure $50- for 1/2" cro-mo threaded rod, another $10- for hardened nuts. I can exert over 10,000lbs of force with a 12" long wrench and 1/2" threaded rod.
The frame shown is scrap steel because of a really fouled up attempt at seat post removal.

Craigslist is hilarious. If it's not people trying to sell their old **** as "vintage", it's people trying to sell 5 year old bikes for what they paid for them, because they never rode them, or people who ****ed stuff up and try to sell it on to make it someone elses problem.

That is pretty beat up.
Any idea what the seatpost size is?
If you could get the old post out... then put in a quill/expander/wedge seat post. However, the expanders are relatively rare and expensive, and the frame is hardly worth it. I'm seeing a few that are 27.2mm. Is that the only size?
Maybe $20 for the frame including fork and headset (you could always resell the fork and salvage the dropouts if it doesn't work out).
Could you simply drill it out? I think I have a 1" drill, or one could go incrementally up from 3/4 or 7/8, simply drilling might knock it loose.

While the frame may be trashed, he at least included decent pictures so you can decide whether even go look at it much less purchase it

I wouldn't say that it is completely trashed. With a lot of work it could be rehabilitated. I'd give him 10 bucks for it just for the challenge. I wonder what he used for his attempt. Perhaps hammer and blunt screwdriver?

Agreed. It really would suck if the pics and description failed to show/explain the damage and someone only found out when they showed up.

Although, I'm not interested in joining the Fixie craze, and unless I could be 100% certain of my repair, I wouldn't sell it built into a bike. So I'd end up with a broken frame that I'd end up having to donate somewhere, or having it take up space in the basement.
Looking on E-Bay, there are a lot of bare fixie/track frames for $100 to $150. Even if the frame was in perfect condition, $140 would be on the upper end. Unusable... Dream On.
It looks like complete Raleigh rush hour bikes are going for around $300.

He mucked it up but I don't think it is trashed yet. Looks to be steel. If so a bit of lye will take care of what is left of the aluminum seat post. Then insert new seat post and beat the frame back into shape around new seat post. I mangled my surly a bit, not that much, when I had a post stick in it and fixed it that way. Now I wouldn't pay $140 for it like that.

The best deals only last for a few hours, if not just a few minutes.
There are, of course, those individuals who repost the same items over and over again, not realizing that their prices are somewhere in dreamland.
For high quality C&V... Maybe one must go to the larger cities, then it depends on whether sellers are selling "old bikes" vs "collectors items".

Comes complete with stuck saber saw blade.
I might consider it... if it just wasn't so far out of the way.
The price is much more reasonable than the Chicago frame.

Wonder how the blade became stuck. I've had good luck using reciprocating saws on seat posts with little to no scoring....
