Steerer tube marked as TANGE OD

Closer instpection of front drop-out looks like marking might be TANGE as well.

Serial found

After scrapping paint on seat tube, serial number and an original sticker were revealed.

Looks like: NOG6823

There you go, it's early 1980 manufacture by Centurion's prime Japanese contractor. I can't quite make out the decal but the seat post (not seat tube) diameter should give us a clue. It should be marked on the post, just below the insertion mark.

NOW we're making progress (enHANCE, indeed!) looks like at least a midgrade Centurion (or stable-mate brand) and I think the gold mylar decal is likely from the bike shop and not the tubing...as T-Mar says: seat post size will be a big clue.
Doh! too slow to type and too slow to learn: yes good chance it's Tange #5 or so and a decent frame to build up as a utility bike/daily driver. It may not be a thoroughbred but is well made and unless something's damaged it's not junk.

At this point, if I got a frame such as this for free, I’d use it to test out some paint removal and rattlecan techniques.

The post size in consistent with a Tange Champion tubeset, so it probably is an Elite. There are a few forum members who might disagree with your assessment, especially given the price. The Elite was a nice mid-range sports touring bicycle for the era and will build up to about 25 lbs without too much difficulty.

Thanks everybody but I just noticed that fork is bent and not sure if repairable. At this point I'll be keeping the seat post, handle bars and stem.

If anybody is interested in the frame with headset, bb and bent fork they can have it for the cost of shipping. Otherwise, it will probably end up in CL's FREE section as I have too many other projects in the queue. Let me know...

Looks like a painted over sticker near the bottom of the seat tube. I wonder if there's any way to reveal it.

Based on the better pics it looks to be Japanese built Centurion as T-Mar says, nice bike but not a Bianchi all the Japanese Bianchis had at least some branding on the frame. If you pull the fork which is likely Tange cro-mo there should be some tubing, date marks and maybe brand made for on the tube. Based on the seat tube size it is Tange #2 tubing .

You can't identify Tange tubesets based solely on the post diameter. Tange #1 though #3, 900 and Infinity all used the same gauge seat tube, which had a top butt that was the thickness as plain gauge #5. They all used the same 26.8mm inner diamter at the post end.
