Cotton Tape

As long as you get full-coverage on your overlaps, I see no issue at all.

Bikes: It's complicated.
I've used old inner tubes, slit down the middle for decades to build the diameter up.

It's not cotton, but I wrapped this honey Fizik tape over the old slip on foam stuff. I added a small piece of foam behind each brake lever to make it continuous, then tightly wrapped the Fizik tape over it. Came out fantastic in my opinion! Nice and soft, plus it makes the bar a little fatter which I really like. I will definitely be using the same technique in the future. Only thing to watch out for is making sure your tape is long enough. With the added girth of the foam I just barely had enough tape to fully wrap this 42cm bar.

Ditto, inner tubes. I just slit an old tube into ribbons a little wider than standard bar tape. Then wrapped it around the existing thin plasticky tape that was already on the bike. Really cuts the chatter and vibration on chipseal, without adding much bulk. Before then I used foam but those were bulky.
I've intended for months to wrap some proper bar tape around the tube/tape, but still haven't found that round tuit.

Yes. Whether it's the best of both worlds is up to you to decide:

Serfas makes a new line of foam-backed woven and ribbon bar tape. The patterns are a little twee, but I've heard good reviews.

For some reason hootenanny guitar straps come to mind when I see this...
