What year? Up through the 1980s, the quality ranged from good & workmanlike to extraordinarily fine. After that, I know nothing about them. Most of the other owners I've spoken with love them. I have a 1980ish tandem that is extremely beautiful, with excellent lugwork and decent paint. Great rider as well.

I would make sure the frame is straight. Bring string with you.
Look up under the bottom bracket. Many/most have cut out BB shells. Check for excessive rust.
Neither issue above is insurmountable but it can help with your expectations (and your offer).
Here's mine, a 1974 or 1975 Bob Jackson. (You knew I was gonna do this, right?)

The photo was shot pretty flat to the frame. On this display, I measure 2.1" seat tube and 1.9" top tube (center-to-center). I believe the 2.1" equates to 60 cm but will make better measurements when I get home.
I was expecting someone to ask why I don't know whether it was a '74 or a '75. Of course, the correct answer is it that it was just a long time ago. I remember the event of taking delivery like it was just yesterday. However, I have come to doubt my recollection that it was 1975. I will have to look it up in my journal which I still have squirrelled away somewhere. The journal will also have recorded in it the cost for the frame and components, too. That will be fun to review.
No, the fork isn't bent.
