Can anyone tell me the year or level of Tange tubing from this pic?

I'm thinking about taking it out for a test ride, but don't want to make the hour ride on public transport if it's not worth it!

Looks mid 1970s to me, perhaps straight gauge cromoly tubing. Doesn't matter, in your area, thats a pretty good deal. Someone will pick it up.
