I have seen quite a few Ken Legge bikes here as he is/was from Vancouver. The ones I have looked at closely have ranged from ok/decent to dreadful, kind of like a hobbyist that shouldn't have hung up his business shingle quite yet.

I must admit that this is the first time I have heard of Ken Legge, which is kinda strange since the focus of my vintage lightweight collection is Canadian Made Vintage Road Bikes.
Nice bike and I'll take one if it comes in my size and price range.

I have a bike that is rumored to be a Ken Legge build, but with cyclops paint. I think your post is helping confirm that this is the truth. I think my frame is also 531 although there are no decals.
Randy, I think you saw this frame a while back in a cyclops thread, although I have tweaked some components since I got it.
Pinch, is there are serial number on yours? My has nothing.
