Cornelo: with all the variations in authentic Colnago club perforations, that one is not what I'd call a "club"...it has been seen on several examples of Italo-Belgian frames that seem to be ID'd as Cornelos (or some other brand). The "budget line" Colnago products (Colner, Colnago Sport, etc.) don't use this style cut-out.
These "Cornelos" still are reportedly pretty nice frames, even when faking it as Colnagos.

Those lugs also look like the lugs of a Dutch bike i owned.

I don't remember the brand of the drops on this bike but indeed remember sometimes seeing better quality bikes in the south of Holland and Belgium with those kind of lugs.
