Georgia does not have a proceed-on-red law so you're out of luck. There was one pending, HB-161 https://www1.legis.ga.gov/legis/2011_12/sum/hb161.htm but it was "House Withdrawn, Recommitted" in April, whatever that means. I guess they'll try again next year.

Yep, and the temperature too. I can tell you if the intersection is clear of traffic and it's really cold and windy (e.g. winter morning commute), I am not waiting 3 minutes or 2 minutes or even 10 seconds.

I cross a highway only a mile from my house and I am not warmed up enough at that point to sit there in the cold.

Usually all four directions are either active or dead so worrying about the actuator is not a problem. I.e. you simply stop, look, and go.
I have seen turn lanes that never actuate and you can easily skip a cycle or two, but then it's easy enough to do a straight-across, then turn at the corner as a work around.
There's an intersection on my commute home where I have this problem. I must make a left turn onto a 5-lane highway from a very quiet side street, and sometimes at night it's been quite a wait for a car to come along behind me and trip the sensor. Sometimes I take a different route home to avoid this, but that means going up several large hills, which after a busy shift I'm often just not up for.

My impression is that "reasonably" translates to "pretty d*mn sure" - and, sensibly, it only seems to apply if you won't interfere with pedestrians or with traffic that has the green light.
I have shortened my commute by at least six minutes! What a productive thread this had been. But this post is gold dust. Currently living in WI this substantiates conversations I have had and is something I will literally keep in my back pocket. As an added bonus I have also learned alot about how actuators work.

Most of the intersections in the city where I work have a white X on the pavement indicating where to put your bicycle wheel in order to trigger the light. I always get a chuckle when I roll up to a light and cyclist is sitting there waiting off to the side or in front of the "X". I used to try to explain to them what the X was for, but most seemed annoyed, so I gave up.

I've seen city employees adjusting the sensitivity of the loops using a bicycle wheel setup almost exactly like the one in the photo earlier in this thread.

I have had moderate success getting troublesome lights to change by unclipping one foot and dragging it (SPD MTB style shoes) lightly across the line perpendicular to the road while also riding on the line parallel to the road. I figure my metal cleat right on the road surface and the wheels over the line give me the best chance. If not, I do the wait and treat it like a stop sign deal.

I've found pretty good success with the "tangent to the induction loop" approach, but it's annoying when they repave and you can't see the loop anymore.
