I was going to say that I think around DC and Baltimore the cops ride cannondales but it looks like qmsdc15 beat me too it and provided evidence

Note the many plastic handcuffs on one handlebar. These guys were prepared for something. Waiting at a Starbucks a few blocks from Capitol Hill. They don't gather like this unless they think something might be going down.

Are they zipties? Maybe the Cannondales have a few maintenance problems and he is the chief mechanic. Zipties + 1000 mile-an-hour tape = repair anything.
