Do a search here on the forums. There are lots of threads on what people recommend to carry with them in a tool kit. At the very least, you should have a multitool, tire levers, a patch kit, and a spare tube. Unless you're planning for some very serious maintenance or changes, I have no idea why you'd need to spend hundreds of dollars.

For flats:you'll want a spare tube(faster change on the road,backup in case of pinched tube or torn valve),tire levers(I prefer Pedro's),a patch kit or glued patches,and a pump. There are a ton of mini pumps out there,I've found the ones with a hose that don't have to be held onto the valve work best. I prefer Topeak Morphs for this,plus they are designed like a miniature floor pump,so you brace them on the ground while pumping instead of holding them in you hands.
For tools:some kind of stand to hold the bike while you work on it is a great idea. You can buy a stand-up maintenance stand like this,or a smaller prop stand. If you get one of the prop stands that go under the bottom bracket,be advised that they can sometimes pinch cables(if your bike routes them under there). You'll want a proper set of hex wrenches;get ones that have a ball on one end for getting into tight spots. You'll want a couple sizes of Phillips and slotted screwdrivers,8/9/10/15mm wrenches,an adjustable wrench,pedal wrench,needle-nose pliers,a cassette tool,and a chain tool. These will handle about 90% of what most people do at home. Park Tool,Pedro's,and a whole slew of companies make kits that feature these items and a few others in a box or roll. Just stick to name brand and you'll be ok.
