People who start to pull out, get halfway into the road, and then stop are the worst. They should be given fault for any accident occuring within a 2 block radius of them because it's such a dumb thing to do.

but in my case there was so much traffic on the road i was going to get onto, that the only way i could go is if someone stops and lets me out. no one from behind can think anyone has gone otherwise.
