Just got back from my usual wednesday club ride. It was sweet, temps about 34, winds 15 MPH, but sunny and clear roads....there were only 4 of us and we did 50 miles. Happy Happy, Joy Joy.

They are jockey wheels. I suppose it could even be referred to as an idler pulley.
