What cranks and bb are you using?

I'm using a 117 bb with some sort of Sugino triple crank. I can only move the crank inboard about 2-3mm max before the spider starts hitting the chainstay. If I move it outwards, I probably need around 4-5mm to clear the chainstay, maybe slightly less.

And you already dished the wheel to the left 5mm?

I've spaced out the rear wheel to towards the right side as much as I could already. Hmm.

Something doesn't sound right here. Is it possible the frame is not aligned correctly? You can check it with some string and a tape measure. I think Sheldon's site breaks it down, as usual.

Did you put all the spacers on one side or did you space them evenly between both sides of the hub? It needs to be the same on both sides or the wheel dish will not be right and you will never get the wheel to sit right in the bike. This would also contribute to excessive chain noise as the cog will be slightly off center and the chain will not be contacting the cog straight.

Jeez....I thought I was helpin' ya out with the frame. Seems to be a bit cursed. Get it to some semblance of rideworthiness and get it down here dude. No offense but I think you need some assistance.

I did that once when I was a little kid. I was looking down trying to diagnose a shifting issue. Then I was lying on someone's trunk. ;)

No shame in getting a pro to help. Shame = pooching away at it until you do some irrepairable damage. Then we would make sport of you. If thinking of eyefloater's 24" doesn't make you feel better, then take comfort that we all love you (in a manly sort of way) despite the fact I'm sure it was you I saw in the yellow T shirt with the froshes.
