I think it might be the present of MTB already. Seems like it is the most common size on current decent quality MTBs.

Some companies actually tried to make a go at 622mm (29er) MTB bikes in the very early '90s but they just didn't catch on.

GT even made a drop bar MTB with 587mm rims in 1990. Good luck getting tyres for those wheels these days.

Huh! I was under the impression that 29ers were current fare. That may explain why I was unable to find new rims locally.

It's actually both. 27.5" refers to the MTB rim that has become popular: It's bigger than a 26" rim so it rolls over obstacles better but provides a more nimble ride than the 29".

For road bikes the same size rim is known as 650B and was/is popular on bikes inspired by the french randoneur bikes such as made by Rene Herse or Alex Singer. It provides for a larger tyre for better ride on rough surfaces than a skinny 700c tyre.

Tire Sizing Systems helps explain all the different tyre sizes.

The 650B size was also popular on tri bikes in the... '90s? Early 2000s? One of them, or both. The theory was that being close to the ground was better for aero, but apparently the wind tunnel has put the lie to that.
