If you can do it without hitting the bike directly in front of you, you might try looking further up the road and less at the wheel you are on.

i have the same problem but i know why it happens to me and i don't think it is the same solution for you. i roll faster downhill, noticeably faster and even over a very short stretch. as soon as the road starts pointing down even a bit, i'm pulling out of the draft to try to slow down and often i also have to brake.

let me modify the answer. if i'm rolling faster, I prefer to rush ahead and get on the front so i can just take advantage of the roll and not waste the momentum by braking. this means i get passed on the uphill afterwards much later on. of course the skinny bastards who draft me on the way down, don't thank me. not a word of appreciation, just the tut-tutting as they slow to wait for me to catch up at the top of the next climb. Fing ingrate road nazis.

i just found out that one of the guys who talked me into doing the ride this weekend has been training in tenerife. I mean, what kind of road nazi goes that far to train? nuts. they are nuts.

I rode in Tenerife for two weeks and that was the most climbing I've ever done because my friend's husband's cousin was determined to break my legs. I climbed El Teide a few times and it was hard every single time, but the nice thing was when I got back all of the local hills were like speed bumps in comparison.

I took one small, but significant, step away from Fredliness today - it was my first clipless ride. Yes, I was stupid/foolhardy enough to make my first clipless ride a stop-n-go commute in NYC, but it was fuggin' great! Placebo or not, I felt much more efficient; without any concentrated effort, my peak and average power numbers were up.

I could get in to this.

No, I typically roll slower downhill than other riders, yet I still find myself tapping the brakes going down the first big hill.
