Here's my budget (and only) build. I had to buy and sell lots of stuff to get it the way it is now, but it's definitely worth under the $2k mark. Bought the Hermes Sport wheels just recently, which cost $400. I bought everything else used from craigslist, forums or the SD velodrome swap meet; it helped me find the entire SRAM Rival groupset for $400 in brand new condition.
