stem size question

would a 25.4mm sized stem fit 26mm bars

Maybe. Are you talking about the handlebar clamp diameter? Maybe, depending on the stem and if it can open up another .6mm.

Here are a couple of charts on SheldonBrown.com that show common stem and clamp diameters.
