stem size question
would a 25.4mm sized stem fit 26mm bars

Maybe. Are you talking about the handlebar clamp diameter? Maybe, depending on the stem and if it can open up another .6mm.

Here are a couple of charts on SheldonBrown.com that show common stem and clamp diameters.

Also nope. You might be able to open it up but you won't get contact all the way around.
