Road Cycling “It is by riding a bicycle that you learn the contours of a country best, since you have to sweat up the hills and coast down them. Thus you remember them as they actually are, while in a motor car only a high hill impresses you, and you have no such accurate remembrance of country you have driven through as you gain by riding a bicycle.” -- Ernest Hemingway

switching from sew-ins to normal tires

Hello,

I just got a new vintage raleigh and it came with sew in tubulars. The vittoria tubulars I have on there are listed as 23-28". I think this means its a 700c? I wanted to know for certain what size of rims I could get but wasn't sure how to measure the inner width on the rim I have.

Any help would be greatly appreciated- thanks!

Yes, you have 700c wheels.

Sew ups, not sew ins. If you're not a TDF racer, dump the sew ups ASAP for clinchers.

Bikes: a bunch

might be easier, and less expensive to buy a clincher wheelset that's compatible with the droput width of the bike.
Rebuilding is as costly, or more, than just geting a new set. There are plenty of options - even new stuff - on ebay for very serviceable and nice running clincher wheels. If the old wheels aren;t Campy, Dura ace, Suntour Comp or some high end vintage stuff like Phil Wood, then they're not worth converting. The vintage forum might have good sourcing for getting appropriate wheels for the level of the bike in question.

just buy new wheels. That's what I did. better than a rim swap.
