Its all personal preference really... 48x15 sucks unless youre in a really flat area... go with the 17t and learn to spin a tad faster. I was 48x16, then 49x16, then 49x18 then 47x18 and I love 47x18...

I ride 47x18 in Baltimore on mild hills. I'd say just toss on an 18t cog and take the same ride a few days... see if you can hang. It's only four GI lower but really easy to climb with on a 46t...
