DT makes the best spokes too, I'd use them even if it wasn't a DT build. Go for the competitions, but look around you may be able to find that wheelset as a prebuilt somewhere for cheaper.

Certainly not acceptable... Either the chain is too long, or the rear deruailler isn't the correct size for using a 28t cassette, take it back to where you bought it and have them fix it.
