I've never heard of a Sterling before, but it has forged dropouts and maybe Tange tubing (can't read the sticker on my phone), and it's very small to boot (50cm). Might be worth the $30 three seller is asking.

This is not the Bilenky Sterling -- this one is a 1980's low-mid range sub-brand of Lawee, Inc, better known for Italvega and Univega. Still not bad for $30 F/F/HS/BB though... assuming you have a stash of mid range parts needing a home
