Hey thanks. The bars are Nitto RB-018 Bullhorn (mine is a heat treated version). These are the best city-ride bars I've ever used.

1) the bars were moving about in the clamp, the sleeve was ripped and had been riveted into the steel bar. The tape was vinyl, and didn't get near the sleeve, which she didn't like. She wanted wrap all the way.
2) the saddle got chewed by a dog on a back corner, and wasn't woman-specific. She likes this one.
3) the tires were shot, threads coming out the sides.
I cleaned it, adjusted the brakes, put on new tires/tubes, saddle, bar/stem combo and wrap. I've got a chain tensioner but it makes noise and has to be adjusted a lot. She doesn't want fixed gear and I used what I had on hand. She also wanted drop bars to remain.
I appreciate the feedback, and any advice on that chain would help.

The chain tension is a problem. Taking 2 links out leaves the rear axle hanging on the edge of the dropout. Other than that, I'm wondering what finishing you're talking about. Some info:
