The thinking was that a bigger wheel, also heavier, would have more inertia and therefor be easier to keep spinning. So, since he's pushing a big gear for an hour, why not make it really big to see if it helps? This was during a time of lots of innovation, of aerodynamics, bike design, and wheel type.

When Ondrej Sosenka set the hour record in 05 he put on very heavy wheels.
