If the frame is too small then he needs to get one that fits instead of spending a bunch of money to make it work. My guess is that this bike build is entirely intentional and not some poor down on his luck guy trying to make it work.

I rode with this guy on a weekly group ride. Nice guy, but Idk how people can ride with that kind of saddle&bar angle.

yeah then it's faster cuz when u ride downhill faster then not downhill on a fast kagero with pursuit bars its really fast like a bike racer dont u think

theres no problem going down hill when ur top toob is pointing down 2 it evens everything out n u can ride faster like lanc amrstrung so u ride the fastest down the hill bcuz of aerodynamicks and the agresive arrow position

Seriously! I don't get it either.

I think they were going for the look of the Nitto B211F bars - which are meant to be run in a forward position instead of upright - but it's just not working.
