Two more questions:

What size frame is that?

Can you touch the ground while seated?

It is a 47cm. My leg is almost straight at the bottom of pedal rotation. And no, I can't touch the ground while seated. I have seriously short legs. In normal school chairs, I can swing my legs without touching the floor.

But seriously, if you want more drop, just get drop bars.

+1 - get some drop bars. Pursuit bars if you don't want to get that low. You've got risers on for god's sake; your stem aint level with your seat. Don't do 650 unless you want to look stupid (there's a good reason).

^ Oh good, he listened right away. A few days before the suggestions even; what a retroactive sorta dude. Ok, maybe now would be a good time to consider a threaded stem with a significant drop. Anything but the 650c. Why such focus on being so aggro, though? You'll get tired of it after a few weeks of riding. Don't do it just for the hipster aesthetics.

Drop stems are lame, except if they're Jaguars or Cinelli Pista quills.

How should I make this steerer/stem/bars situation sexier?

Open to all suggestions. I like a classic look.

how would one do that? I've seen threadless stems that try to look like quill but they're meh.

Buy a threaded fork and headset and quill stem, and install them.

Then just cut the steerer, get a black stem, and replace those ugly bars and bartape.
