Not sure if this should go in Jackass or Seen on the Street.
Looks like whomever was messing with this thing got fed up and just left it.

This little number outside the store on my way home this evening. JA teenie bars, saddle pointed at the ground, only front wheel locked to the bar. At least it isn't a quick release:

I feel like this JA store around the corner is the root of this:
Phixx 606 Cycles - Bike Repair/Maintenance - Irving Park - Chicago, IL - Reviews - Photos - Yelp
"Phixx 606". 606 as in Chicago's zip.

That looks to be a right turn only lane so really the only need to take the lane here is if you're being crowded out from the other side. Otherwise it ought to be pretty safe to simply pass on the left. The irony here is that people turning right probably end up riding into the bike lane more often than not; likely affording plenty of open space on the other side where it's actually much safer to travel to begin with. That bike lane REALLY needs to be on the other side of that right hand turning lane.

As a Bicycle and Pedestrian Planner, I can confirm that your city hates you.

Urban runaround: The 'Flinstones' bicycle with no pedals or saddle that is powered by walking | Daily Mail Online
"The concept is to provide healthy, ecological mobility in overcrowded urban spaces."
He's going to need a helmet for when his shoelace gets caught in the wheel and he crashes. Looks like a broken neck waiting to happen.

To be fair, whoever made that bike did excellent with marketing it. I've seen that thing posted more times than I can count. On every bike site I've ever been on.
Of course, you can argue marketing isn't everything because I've yet to see anyone actually riding, err, walking one.
