I've had people do that to me for things I was selling. It just depends. Usually, some jackass will try to super lowball on something. I never do that. If i want something, and it's a fair price, I pay it. If it's not a fair price, then I just pass. Also if its been listed for awhile, the guy might just want it gone, and take whatever.

I have used it before and they accepted the offer.

Also, folks who grew up in the '70s bike boom era are more likely to use inches, since that was the common unit of measurement at the time, just like they're more likely to use phrases like "ten speed", "rat trap" (i.e., toe clips), and "turkey levers" (i.e., what they used to have before cross levers were invented).

Depends on the seller. I have had mixed results even this week. I got a seller down on a bottom bracket (FSA MegaEvo) down from $40 to $25, but another seller auto declined from $85 down to even $70 on a Thomson Masterpiece. Granted, $85 was a decent price, but why have the 'Best Offer' if you aren't going to give any room for negotiation?
