I use a similar method but without the added strap. Just reach over the top tube and cup my hand/monkey grip under the down tube close to the BB. Only have had to carry the bike up a few steps to a second floor landing though. Still easier than rolling it up the stairs.

Put a swimming noodle over the top tube. It's made from thick soft foam and would provide a lot of cushion. It's got a hole in the middle to go over the top tube , all you need to do is just slit it diagonally and wrap it over the tube and then put some tape over it. A big bonus is they come in high visibility colours.

I did that with pipe foam and wrapped a fuschia zebra print piece of cloth around it during my short lived Fixie phase ~ teh awesome~ best part of the bike
