Rear Light - No Place for it!!!
I've got a seat bag on my GF Mamba...it's medium size, about the length of a cell phone and holds all my must have cycling needs (see pic below).
I'm getting ready to order a taillight for the bike because I'm making the move to road cycling. The problem I'm having is there is no place to put the taillight...there isn't room on the post above the bag and their isn't room on the post below the bag.
So, what's my best option to solve this problem?

The other thing is use a lumbar bag and it won't be on the bike anywhere.

Serfas Thunderbolts attach to the seat stays with elastic straps. They have become my go-to tail lights.

I always wear helmet lights, front and rear, to be seen better. They show better in traffic -- they're high enough the lights aren't blocked by most vehicles. Blackburn 2'Fer lights are very lightweight USB rechargeables, can be set to red or white, blink or steady. I don't even notice them (and occasionally forget to turn 'em off when I'm off the bike).
For a front helmet light, I like the Vivo Bike Illuminati (or other version of the same light on Amazon). Also very lightweight, but more directional. Not bright enough to be a main light, but a good supplement to see wherever I look along the trail and roadside at night.
My new-to-me bike has center pull brakes, which somewhat limits options for mounting lights. After I re-install the fenders and front and rear racks that problem will be solved.
Meanwhile, I'm getting by with an old Bell saddle that has built-in lights (a horizontal row of fairly bright red LED blinkies). And a steady red taillight rigged up to the seat post. I borrowed the front reflector clamp from another bike to hold that light.
Those narrow strip lights look good for seat stays too. I might add a pair of those. I like the idea of using multiple lights to give drivers a better sense of perspective, speed and distance.

Get a few of these.

Yes, a few, they are quite bright with their 2 leds each, that's easily enough for a rear light, but they are so cheap, small and light you can always carry a spare one ore use 2 to be even more visible. It takes a very strange bike to have no part to attach them to.

sew a piece of 1/2" wide nylon webbing on , by hand, to the back of your saddle bag ,
then the clips to go over such pocket and strap edges can be used..
its an optional mount with many tail lights, I have a PDW brand tail light as such..
Carradice has shipped their rear bags with such for a long time.
Alternatively just run a screw into the back of the tail light from the inside if the rear bag.
I have had a 'Vista light' mounted as such for 20+ years..

I always have one light on the back of my helmet. if you only want one light, that's a possibility.

With a seatstay mount, you will be adjusting it, as the light will be bumped and moved around the stay. If you're the type to check things often, that could be OK.
Consider using more than one tail light. I always use an under-saddle tool bag, so I attach my blinky light there. I also use a spoke light, and it doesn't have to be bright. The motion of the light is a very good attention getter.

Mine's been on my seatstay for a long time and I don't think I've ever adjusted it or had it bumped. OTOH, the one on the seat tube below the bag does get bumped sometimes when I rummage around for something in the bag. The lower position on the seat stay is also good for not shining so directly at a rider immediately behind while still being plenty bright for an approaching motorist.
