You have the brakes. Now just get the toe-in and pads worked out. Properly adjusted, the Racers can stop reasonably quietly but when you really squeeze, every pedestrian with a block will hear you loud and clear. I used to set up my workhorse to do that when I lived in Boston. I'd have fun with cars. If one pulled something on me, I'd hit the front brake hard. When every pedestrian's head had turned, I'd point to the car. Now the driver also hears the brake screech. He looks up. And guess what? Everybody is looking at him! (Drive slinks off like a guilty pet.)
I made my own Rene Herse toe-in washers: Mafac Racer Toe-in
I got some GB Coureur 66 for the Cyclone and moved the Mafac Racer to my 'new' Whirlwind as they are more period for 1953.
I've got to say the Coureur 66 are very good and better than Mafac racer (same KoolStop salmon pads).

I was an auto tech for 40+ years.
If you didn't mind long-term low-level exposure to carbon monoxide and/or diesel particulates for all those years, it could explain your attitude.

My attitude towards the situation has to do more with my disdain of overpowerfull government and people that want that kinda control over their life's

There's nothing in the constitution about rolling coal.
As far as jeopardizing your health, any time you breathe your inhaling pollution so you should probably report everyone. Including yourself if you own a car or use heat in the winter or AC in the summer.
Not to mention the rubber, plastic and metal factories that made the parts on your bike
.
Now if the dude tried to run you over or wreck you.

In regards to enforcement, it does matter. State or local police aren't going to stop someone for rolling coal if there isn't a state law prohibiting it.

Surely you remeber how diesels have always ran.
Belching big clouds of smoke up until about 20 yrs ago.
When I wrenched I had a fleet of 90 school busses I maintained.
The old non EPA busses had better fuel economy, less problems, less expensive parts. Ect ect.
Over all less pollution as a total package than new diesels.
You do know that the so called regen process of new diesels is just dumping extra fuel on the exhaust stroke or sometimes downstream into the dpf itself. It's superheating the catalyst by injecting raw fuel into the exhaust. And then you squirt what's basically urine into it. (D.e.f. fluid)
The "green" movement has nothing to do with what's better for the planet. It's all about the money.
Your literally feeding the monster you think your fighting when you support the EPA
