Imagine hitting a spherical solid with a solid wheel...it'll shoot out front. If the tires were at a decent psi and a roundish rock was on a semi slick surface - I say feasible.
Other scenario is that it shoots out side and ricochets off of something to net a forward movement and coasting didn't see the interaction of the rock+something.

OK, here's a question for this jury of cycling peers:
I was talking with a cyclist (name withheld) who claims that one time he hit a pebble with his front tyre at such an angle that it magically shot the pebble forward and sideways and struck a vehicle in front of him.
Does this sound credible?

I've had rocks shoot out at a slightly forward angle and hit cars in the next lane that were ahead of me. I've never dinged a car directly in front of me though. I think that would take some kind of miracle bank shot off a guard rail or telephone pole.
I suspect jury tampering.
I can maybe see the rock shooting sideways, though even then it would have to overcome the rotation of the wheel. Any forward force from impacting the tyre would be along the ground, at best. Where would it get the energy to shoot several feet in the air?
