If the saddle is where it is supposed to be, I wouldn't start messing with that to fix problems with other parts of the build. If the saddle-pedals (bottom bracket) relationship is correct, why risk creating yet another problem and maybe hurting the knees?

Maybe consider something like some of these? (adjustable quill stem | eBay)

I got one of those, and couldn't keep it tight, and it came loose 20 miles from home when my kid was riding it. He did not crash, but he was very unhappy with me.

This taught me to buy two things:

(1) A multi-tool, to fix stuff like that 20 miles from home.

(2) One of these:



At least the clown-stem looks better than the adjustable thingie:

I'm going to steer clear of the adjustable units. I am reading horrible things about them. I don't think it's that the bike doesnt fit, it just needs to be tweaked a little and maybe not in the ways I am doing it. YouTube videos and pics on the interwebs are a poor sub for a proper bike fit. I just need to sac up, take my frame in and see if there is a shop that is willing to work with it. I've been avoiding this since most of the shops here are like car dealerships or fanatical cultists.
The bike was a casual toy that I rode to work on sunny days or down to the grocery store if I just needed to pick up a couple things. My resolution this year was to be more active and start doing distance rides.

Get measured by someone not selling bicycles, and then just transfer the measurements to your bike (or do it on your bike).
