Seriously, the way to prove it one way or the other is to try to bond two pieces of latex tube together with "vulcanizing" fluid and no patch. If it works, you are right. If it doesn't, I am right. There is a chance that some small amount of excess vulcanizing agent in the latex tubes could be activated by the fluid and produce a bond, thereby clouding the issue further, but I doubt it.

To my knowledge you are indeed mistaken. I am fairly certain that the vulcanizing chemicals are included in the patch. The rubber cement does two things. The solvent in it mobilizes the vulcanizing chemicals and spreads them out into the cement and onto the rubber tube. And the natural rubber in the cement acts as a bridge between the patch and the tube. So the natural rubber in the cement bonds to the patch and on the other side to the tube. But the special chemicals that make the bonds come with the patch AFAIK. Many people report good success with standard rubber cement. That would not be the case if there were no vulcanizing chemical (crosslinking agent) either in the patch or the cement.
Of course, like I said, they both work if you can light them on fire.

Electricity. The plot thickens. Turns out there is a rogue circuit, operating the deep well pump and the two pond pumps. It emanates from the main box, but leaves no breadcrumbs for tracking it down. No breaker controlls it. Who does these kinds of things?
